Censure, Impeachment, and Accountability

As we are all well aware, the world changed radically on September 11, 2001. A rag-tag bunch of suicidal fanatics ushered in a new era of fear and denial that is unlike anything most of us have ever experienced. The initial military response of invading Afghanistan and overthrowing the Taliban (with the stated objective of destroying Al-Qaeda) was strongly supported world-wide.

Events following the Afghanistan mission have lead many at home and abroad to question the honesty and integrity of the United States political system and its ability to offer legitimate checks and balances.

This week, Senator Russ Feingold of Wisconsin introduced a resolution to Censure President George W. Bush. It reads "Resolved: that the United States Senate does hereby censure George W. Bush, President of the United States, and does condemn his unlawful authorization of wiretaps of Americans." Others, most notably Congressman John Conyers of Michigan have called for the impeachment of Bush and others.

At times like this it is helpful to utilize a reference such as Dictionary.com to help clarify what these resolutions actually mean.

1. An expression of strong disapproval or harsh criticism.
2. An official rebuke, as by a legislature of one of its members.

Basically, censure is an official slap on the wrist. However, this symbolic gesture may lead to further actions in the future. “A formal censure by Congress is an appropriate and responsible first step to assure the public that when the president thinks he can violate the law without consequences, Congress has the will to hold him accountable,” Feingold said.

Usage Note: When an irate citizen demands that a disfavored public official be impeached, the citizen clearly intends for the official to be removed from office. This popular use of impeach as a synonym of "throw out" (even if by due process) does not accord with the legal meaning of the word. As recent history has shown, when a public official is impeached, that is, formally accused of wrongdoing, this is only the start of what can be a lengthy process that may or may not lead to the official's removal from office. In strict usage, an official is impeached (accused), tried, and then convicted or acquitted. The vaguer use of impeach reflects disgruntled citizens' indifference to whether the official is forced from office by legal means or chooses to resign to avoid further disgrace.

Let us not forget that President Bush and elected officials, our public servants work for "We the People." Shouldn’t all Americans demand accountability from their employees?

  • I listened to Feingold call for the censure, my heart and mind swellling with pride that someone from my party was ready to stand and fight. and then watched my democratic leadership run and hide.

    I have listened to all the democratic leadership and strategists reasons for not standing for impeachment and now not for censure.

    My feeling is if not now, when bushes approval ratings are in the toilet and more than half the country thinks bush is a loser, then when do we fight back.

    Im so tired of the leadership being afraid to offend anyone by taking a righteous stand against this criminal.

    One of the reasons Im supporting Tony is that hes not afraid to say impeachment. Understanding that somethimes one must stand and fight, draw a line in the sand.

    Today i read the Rude Pundit and except for the rather crude language he spoke my feeling exactly. I highly recommend it be read and taken to heart.

  • Thanks for sharing your thoughts Blue. I agree, too many politicians try to have it both ways. Bill Maher summed up the Bush and right wing getting elected mystery this way. "At least they know what they stand for, even when they are wrong. They are wrong and strong!"

  • I love your blog and will be bookmarking it. I have a tendency to use definitions in my writing as well because people tend to be closed-minded and uneducated. I hate that the Dems ran and hid when my boy tossed the censure measure onto the Senate floor. I believe they have a reason, and I only half blame them. They, as well as myself, are certain they will take both houses in November at which point it won't be such an uphill battle to impeach and remove the neo-fascist from office. As far as Senator Feingold is concerned, political stunt or not, he needed some name recognition going into next year, and he's also showing he's not afraid to stand up for what he believes in.     Yes, I agree Feingold is a man of courage. In my opinion he is one of the few Dems who have been consistent in standing up for "We the People" and what he believes in.

    However, I question the willingness of too many Democrats to stand up and be counted. I still worry they will find ways to snatch defeat from the jaws of victory. Bloggers need to help remind 'em who they work for.

  • Yeah, I've been stirring up a ruccus (sp?) on this Blogs for Bush site lately. It's so funny how it seem that the Dems aren't their worst enemy...it's the "liberal media". They are to blame for all of this.

    I told them, if John Kerry was President, and had inherited this Iraq mess...first of all, we'd probably still be there, the media would be showing us the exact same images, and they would be critisizing him for not fixing it and they would praise and adore the "liberal media" for showing us what a horrible President Kerry is. Tell me that's not the truth!

    You have a stronger stomach than I. The right-wing trolls on Harry Reid's site are all that I need to see of the rad-con talking points. Isn't it amazing how that heard just repeats the same old tire lines.

    Don't know about your analysis of the media. I get my news from NPR, Progressive radio, the Sunday paper, books, and online.
